COSTIGAN, Wilbur T., 72 of Pinellas Park. Died Saturday, January 28, 2006 at Bay Pines VA Health Care Systems. Born in Otisco, Indiana, he came here in 1990 from Butler, Kentucky. He served in the Navy. He was a mail carrier. Survivors include his daughter, Candice Costigan, St. Petersburg; brother, Charles, Butler, KY; sister, Loretta Vincent, Hoopston, IL. David C.
